Amendment to the Price Labelling Regulation: Digitalization of Tariff and Price Lists

The Regulation Amending the Price Labelling Regulation ("Regulation") was published in the Official Gazette dated October 11, 2025, and the amendments aim to facilitate consumer access to prices and ensure price visibility and transparency in pricing.
Along with the Regulation, the following changes have been made in relation to the goods not subject to labeling requirements, tariff and price lists, their form and scope, and articles related to discounted sales:
- Establishment of a System for Price Lists. Establishments such as restaurants, cafes, bakeries, and similar food and beverage service providers are required to transfer their price list data to the data system to be established. The criteria for obligated establishments and the procedures and principles for data transfer will be determined separately by the Ministry of Trade ("Ministry"). Obligated establishments will be required to transfer the relevant data to the system within three months after the procedures and principles are announced on the Ministry's official website.
- Change in Determining the Pre-Discount Sale Price. In discounted sales, the price before the discount must be displayed on price lists, price tags, and labels. With the amendment, it has been determined that as the basis for determining the pre-discount sale price, instead of thirty days, the lowest price applied within ten days will be used.
- Presentation of the Price List. The practice of presenting price lists to consumers via QR codes, which is frequently used in establishments such as restaurants, cafes, bakeries, and similar food and beverage service providers, has been given a legal basis with the Regulation. Furthermore, establishments are under obligation to provide price list physically upon the consumer's request.
Furthermore, in addition to the existing obligation for food and beverage establishments to display their tariff and price lists at their entrance doors, the Regulation adds the requirement that this obligation must be fulfilled separately for each entrance door if there is more than one.
- Price Information for Goods Not Subject to Labeling Requirements. For goods such as books, magazines, and newspapers, which are not subject to labeling requirements because their prices are indicated on them or their packaging, the sales price information may also be provided via electronic devices. In this case, it is mandatory that the relevant devices are operational, easily accessible, and available in sufficient numbers.
- Products Sold without Prior Packaging. For products sold by weight in the presence of the consumer without prior packaging, it is mandatory to deduct the weight of the container in which the goods are weighed (tare). Packaging such as plastic bags, stretch film, and paper bags that do not affect the unit price of the goods are excluded.
The aforementioned amendments entered into force on October 11, 2025, the date of their publication in the Official Gazette.
